What is CIFER?

CIFER stands for China Import Food Enterprises Registration
It is the registration management system for foreign food production facilities importing into China, called the China Import Food Enterprises Registration (CIFER) system. To register, organizations must go through the system called “CIFER” under China’s General Administration of Customs (GACC).
Using the CIFER System
- The Portal Website system is accessed through a browser by going to https://cifer.singlewindow.cn
- For the computer operating system, it is recommended to use Windows 7 or 10 (either 32-bit or 64-bit) or newer versions. Avoid using Windows XP.
- The recommended browser is Chrome 50 or newer.
Steps for Registration in the CIFER System
- Go to the China International Trade Single Window website (https://new.singlewindow.cn/)
- Scroll down to select the “Foreign Enterprises” section
- You will automatically be taken to the China Import Food Enterprises Registration website. Select “Create an Account” to register a new account.
- Enter the details of the manufacturing company to register.
- After successful registration, the operator will receive a username and password to sign in to the system. Once signed in, select the “Registration Application” option from the left menu.
- Choose the category of food products to register.
- Enter the organization information and attach documents, then click “Submit” to complete the registration in the system.
